No hints…I think this one is pretty easy – this artist is still performing and recording even though he last charted in the 90s. As usual, you win nothing but bragging rights.

UPDATE: Ok, ok, this IS MC Brains, and talentedtenth was the first to identify him. I can’t believe he is still out there cuttin’ it up with, as Phil noted in the comments, “cease fire jeans”. Phil, even though you weren’t the winner you left the best comment by far. Stop the violence and increase the peace.
